That's why you are NOT the boss of AT&T Global Networks. Anyway, the company you would wish to partner with is totally focused now on more important matters, like the exact timing of when to release their audited financial statements. They won't have time for mundane things like closing deals on International IP networks.

When a large telecom carrier like AT&T pairs up with a smaller company, they usually do so with an equipment manufacturer, not a service provider like Digitcom. The carrier would design and/or operate the network, stick Manufacturer X's equipment in, and get their investment back over time from revenues from the sale of the service.
