If one has followed the events leading up to the broadband Internet access via cable they'd know that the lack of fear isn't from the traditional cable companies...but rather from the new ownership of the old cable companies. The likes of MSFT, AT&T & Vulcan (Paul Allen), these new owners bought the cable companies as a means for getting around the stonewalling from the traditional TELCOs, which prevented the access to the switches in the CO. Now we have a new vision at the FCC and the rules have changed to allow the access...hence the competition between the cable companies and the local loop RBOCs, CLECs and so on.

I don't see any fear holding back the likes of Bell Atlantic, SBC, US West or others now...In my view it's move to the Internet or die for them now...broadband is their key to survival. As far as fear inhibiting them...care to elaborate.
