I've excerpted a bit of the GSA posting that would seem to rule out both Thomson and the F3:

"Ihe Quality Check software provides an immediate quality assessment of the scanned finger image and informs the user or operator how to accurately position the finger to capture the best possible finger image." The Thomson 'finger swipe' system should not have to worry about finger positioning.

"NEC Technologies' proven minutia-base matching algorithm produces superior matching accuracy" A minutiae system knocks out the F3 possibility.

I suppose that could leave Identicator as an option. But we know that NEC wants to do this bio-ID stuff themselves.
