I use QCharts (www.quote.com) and it is 165.00 a month. I used to use an internet based one but it sucked (constant delays). I have seen ETrade's which is java/html based and it isn't that bad (though ETrade sucks). It isn't as fast as QCharts but it is only like 15.00 a month as an add on or free if you trade a certain amount (75 shares a month). You could setup an account and just use the realtime service.

NASDAQ L2 - I use DBC StockEdge Online... nice software... not a trading platform YET. $62.50 exchange fees only if you do 5 trades a month through a participating broker. (I use Dreyfus, $15/trade.)
