What I meant was that some of these Indian owned casino operations were operated by outside companies and not by the tribes themselves. I seem to recall a recent incident where a slot winner was invalidated due to a machine malfunction. The tribe refused to pay but the gambler sued the operator and last I heard the operator paid the claim. Harrahs comes to mind, however it have been another company. Presumably these operators would have to be at least arms-length from commissioned operations in Nevada and New Jersey. I guess the Indians know what they're doing.<g>
