That figure came from AG testimony before congress either late last year or early this year. i recall he agreed with the question posed along these lines,

Congreeman:
"Does it bother you that 47% of the world's entire wealth is owned by less that 250 people?"

To which AG replied along these lines....
"It's always been that way and it always will."
