This is a clip from that story.

China has 540,000 computers linked to the internet
and 14,000 internet service providers, of which 3,550
were based in Beijing, the news agency said.

If these figures are correst. That would mean that each isp would have 38.57 computers linked. I suspect a typo here.

I have also read that article
about the 14,000 ISP in China.
This must be an error because I have
read numerous articles that said it was 31
providers. China only has 3,000,000 subscribers
at this time. Also bought another play for
the set boxes that are being used in China.
(ASMCD) seems to have the lion's share of
this market. This links the TV to the internet.
China's internet market is booming. Compaq
computer is also joining the race with a large
investment - 30 million.
