When SSB talks people listen ... although they didn't show anything concrete to back it all up! They're idea is that that CAT CSE and friends are already so depressed that any good news will cause immediate +ve reaction in the stock price. For some institutional investors these stocks are great long term low risk picks at the moment.

That really is a classic! I think it is quite commendable for a major brokerage house to recommend a group of laggards like this, at what is possibly the bottom of the price cycle, before the "news" and "reported results" get better. Because by the time the news gets better, prices will already be up 20 - 50%. SSB's responsibility is to make their clients money, no?

The "irresponsible" ones, IMO, are the brokers that downgrade stuff like ORCL & RAD (to take a couple of recent examples) only after they have fallen off the cliff. What use is that?
