The trick to getting IPO shares is being on line during the brief - and never announced in advance - window when they are taking requests. I usually get a message saying check the IPO section for new offers. There I see the message that offers were opened at 2:30, followed by a message at 3:30 saying the offers are now closed. I haven't been lucky enough to actually be on line when offers were open, not since the EBAY IPO.

Getting IPO shares through E*Trade is now pure dumb luck. Kind of like relying on their trading system to be up when you need it.
