VSI was just the name of the Plan. TSIG is the registrant and the Company for all intents and purposes.

A bit confusing but not much. Larger issues in question.

On the other hand, Amazon.Com has just voted for authorization for 1,500,000,000 shares anticpating great growth.

This is not a material change in anything that has been out there. The 90,000,000 share revelation was of more material worth/surprise than is this issue.
