In part, parallel addressing video (PAV) sounds like a euphemism for multicasting (as opposed to unicasting), where multiple streams are fed to ISPs and congestion is overcome. BCST is a leader in multicasting, but it's just rolling out. Given that UTDL is alleging high quality, full-motion video (30 frames per second), there has to be more, but they're playing it close to the vest. One thing they indicate is that a complex, proprietary client is required to receive their format. They plan to distribute the software by carpet-bombing CD-ROMS, AOL-style.

Can't tell what, if anything, is really proprietary about UTDL's approach. Anyone want to dig deeper?
