Exactly! Quotation marks should make the reader think why the words are in quotations: What is the subtext message? When the reader can't think of any reason for the quotes, and indeed there appears to be none except to draw attention for the sake of attention, that's when it starts getting annoying. You start wondering about their "intelligence".
