I vote both too. I think he often says things that make a lot of sense. But he also overenjoys his intellect and is writing a sort of poetry. Instead of iambic pentameter, the language is Fed Speak. If he gets off in a digression, he enjoys his journey anyway. He is self absorbed enough not to measure how his audience will take his words and clearly doesn't care. At times he is arrogant and refers to much of the world negatively such as ignorati.
