This is not well understood and is not a very efficient process. This is why in much gene therapy work retroviruses of adenoviruses are used as vehicles to get the genes inside the cells. However for safety reasons it is advantageous not to have to use viruses. As Dr Christ has stressed, because of the interconnections in penile cells it is necessary for only a fraction of cells to take up some of the gene to get a valuable therapeutic response. So low efficiency of uptake of naked genes (ie not packaged in a vehicle) is not of critical importance.
