Maybe Winspear was suppose to bill them but if Aber did not sent a letter of agreement to winspear telling them they would be participating this year there would be no need for Winspear to bill them as Winspear will fund the hole program and Aber will now only hold 16% of Snap lake.

We are all aware of the recent changes at ABZ. In addition to the recent changes, given the credentials of the new ABZ people, confusion caused by "too many chiefs and not enough braves" is the likely cause of this apparent failure to perform fiduciary responsibilities and duties. I sincerely hope that this is not the kind of "husbandry" ABZ is applying to Diavik, or its 100% owned projects. Furthermore, if you are indeed correct that Aber's position is that WSP must bill them, then IMO,.....(frankly that is a laughable position....almost pathetic)....Aber has lost for certain.
