oy...It is a story about something that 'happened' in the big city, is spread around enough so people believe but is not true...Often they are never debunked...

kind of like 'buy and hold'

There was a movie titled "Urban Legend" in 1998....
they are Myths that get passed around until some people start to
believe them, such as eating a fizzy candy and drinking soda with it will kill you,

throwing alka seltzer to seagulls will make them explode.

A gang that drives with their headlights off, anyone who flashes them
is then chased by the car with the headlights off and driven off of the road.
