Brazil Sao Paulo phone license lures 3

BRASILIA, March 19 (Reuters) - Brazil attracted three bid proposals for a concession to operate a fixed-line telephone network in Sao Paulo but failed to attract any bids to set up a company in the center-south region, the bidding groups said Friday.

The technical proposals were submitted ahead of the planned April 23 sale date in the government's second attempt to sell the ''mirror'' licenses.

Members of all three bidding groups confirmed to Reuters that they submitted proposals for the concession to set up a company that will compete with Telesp Participacoes and not for the license to operate a network that would compete with Tele Centro Sul .

The technical proposals were submitted by Rio de la Plata consortium, which includes a unit of Argentina's Macri Group and Uruguay's Antel, and a company that called itself Teleglobal.

The companies that joined forces to form the Canbra group and bought a concession to operate in Brazil's northern and coastal region also submitted a proposal for the Sao Paulo concession Friday under the name of Megatel do Brasil.

Rafael Steinhauser, vice-president of the Canbra consortium which includes Bell Canada International Inc. (Toronto:BI.TO - news), Qualcomm Inc. (Nasdaq:QCOM - news) affiliate Qualcomm do Brasil and Brazilian industrial group Vicunha among others, said Megatel ''is basically the same as Canbra.''

He said the group bid ''only on Sao Paulo.'
