It is possible and some followers have accounts in countries that have different rule sBut Id like to know what the NASD has by leveling the playing fiield here in the US and notr allowing american accounts to do exactly what market makers have been doing since the beginning of time

Kenny,
You can short IPO's offshore. Some here claim that if they put up 100 percent cash that their full service broker will sometimes allow the shorting of an IPO. However the average trader cannot short an IPO in the US.
