The banks all have on-line brokerages. I'm not sure(i'll find out for you though) but you may need to have a Canadian bank account.
I'll look into the independent on-line brokerages to see what they require.

Are you thinking about shorting TSIG??!!

I've spoken with some traders here and they are of the opinion that Canadian on-line brokerages would restrict short positions in non-Canadian based accounts. Stay long :-)
