Wrong type of plasma, Jeff. I think they are trying to describe an ionized gas (or maybe a liquid). This terminology (plasma water) was used in one of the last two SEC filings. After I read that in the filing, I tried to find information on turning water into a plasma, but no success. As far as I know a plasma can be a liquid but most are gases and I have no idea how you would turn water into a plasma. Plasmas exhibit some of the properties of a gas but differ in their electrical and magnetic characteristics. Perhaps we have some physicists in the crowd......??
