No, you are thinking about polywogs <gr>. While these may live in the Amazon (and therefore be somewhat on topic), polywater is a scam.

It is "special" water that is structured into polymeric chains. The science community realized in the '70s that what seemed to be a new form of water was actually an effect due to impurities leaching out of glass tubes. However, since then, there have been a number of polywater-related scams.

If you look into homeopathy you will quickly see that polywater is commonly used as an "enhancer" of the ppb (parts per billion) additions to the curative templates.
