Sorry if I'm beating a dead horse here, but what started this was a CBS news article, linked by Big Bull, which had a blurb about a "proposal" (their word) for a 3 to 4 percent reduction in NatGas.
There was no further explanation.

My immediate thought was that since most NatGas is produced domestically or in Canada, who could be proposing said reduction, hence I asked the question. It turns out that the 4% was analysts'
estimates of reduction.
