Works fine in West LA, downtown LA as I have tested using at Wilshire and LaCienega (God I'm sooo glad I don't have to drive around in LA--I love SF).

Get the Ricochet SX modem, it can hold a battery charge for up to 12 hours and it's thinner than the other modem that I used and ended up returning for the SX modem.

Don't know about University discounts but give them a call. If you pay for a year's service you get a substantial discount and this is what I've done for my company.

The service works well. for an extra $5 bucks a month you can also get TMA service which allows you to use Ricochet to dial into your corporate network to get email/network access as I have done.

Right now, when you connect it's best if you're not in a moving car but I've heard from my users that sometimes they're able to drive 20 miles while still connected without dropping but this isn't supported yet but will be when they roll out the faster 128k modems later this year.
