The IOS.VXD virtual device driver traps application I/O calls (under Windows 95) and routes those calls to lower level drivers. If you've got an unknown or ill-behaved SCSI driver you may not be able to boot up. Update your IOS.VXD with the self-extracting zip from Microsoft:
