The republicans didn't jump the gun on the Monica deal.

1. Starr was hired to look into Whitewater.

2. Reno expanded the investigation into possible lying in the Jones case, and Starr found lying by Slick.

3. Slick committed perjury to the Grand Jury.

4. Starr passed this on to the House as required by law.

5. The partisan democrats in the Senate let Slick off.

This was a trail, each step mandated by law, until step #5. Sadly since this thing was a washout Slick will get a walk on China and the bribes.
