I don't think that is the location. Try finding where 1st St ends into the pier. The building will be close to where you thought it is.
Actually if that were it the building TSIG is in would be the rectangular one above the one you thought. Instead of one long rectancular bldg there is an open parking area in the middle between the bldg and parking garage. TSIG has the 10th floor. The one you identified would be a hotel (Hilton, I think).
