And it is....as I pointed out in the post you just responded to. It is impossible for a gov't to actively support values. In a sense, the Soviet Union went a long way to support certain types of values - and look how it got away from them. Promoting values of any sort from a gov't mandate is misguided and dangerous in a regulatory framework. If you leave the choices open, you can "massage" values using a market-based taxation system. Sin taxes, for example. You'll get better results, lowered costs, higher revenues and people will generally be happier. But I'm leery even of that.
