But, if we don't have that competition then we end up with the ilec construction crews sitting around on their union rules, waiting for the designated whoever to come and turn the widget--even though any of the people sitting around could have turned it perfectly well. etc.

You're not really saying that competition isn't the more efficient alternative, are you? Perhaps I misunderstood.
