On wastewater: it is estimated that there are 62,000 wastewater treatment sites worldwide. I imagine that many if not most of these are operated by municipal and other governments. It makes sense for there to be an increased trend to privatization if for no other reason than to get the investment required to upgrade these plants. Anyone know who the big players (other than Vivendi, Générale des Eaux) are in operating these plants?

On photochemical waste: An interesting high-risk investment is Itronics Inc. which has developed a new process to remove heavy metals from photochemical waste and turn the rest into heavy metal free fertilizer for turf grass and wine grapes. The silver in photochemical waste is toxic to fish. "California passed rules through Prop. 65 which required labelling of products containing hazardous materials. Because of these rules companies and farmers in California may now have to start posting fields that have been fertilized with heavy metal bearing fertilizers."

Have you noted ENRON's strategic move into water infrastructure?
