The potential problem for shareholders is not one of operational jurisdiction. The US stock market regulators have a LOT of power over US-traded public companies and the way the other regulators would stop this activity is by applying pressure to the stock market regulators. Would you want to own shares in a non-trading company?

All they (Feds) would have to do is threaten the ISP with the loss of there license to operate.
Investors should not be rooting for a Republican President.
