barber--- it was just read somewhere (Barrones 2 weeks ago???) that only about 1/3 of companies that announce a buyback do buy the entire amount--- many buy zero... they announce their intention... it shows the company feels the stock is cheap--- but they may intend to buy and find other uses for the cash--- buyout another or leave it in the bank...

barber: The number of 89,000 recorded shareholders is given in the Annual Report, which you can find in the IR section of the COMPAQ web site. Try compaq.com and go to "site guide" and then "IR"

The authorisation of a share buy-back is not an undertaking to shareholders that there will be a buy-back. It is a power held in reserve to be used at the discretion of the BoD.
