Hi Frank, ww, and other posters: the discussion on the

local market by separating distribution from content
has been very interesting. At the local level, I agree
that we are creating lots of redundant fiber networks
with the current approach. However, for long distance,
I do not believe this is the case. If we believe that
SBC, BLS and BEL will each need a long distance
carrier, it is easy to see that QWST, LVLT, WMB
and IIXC are almost all accounted for. It is also worth
noting that many of the CLECS and long distance fiber
wholesalers are sharing costs for laying out their
fiber networks (NXLK and LVLT, GSTX and WMB, ....),
so the redundancy is not as severe as it appears.

It is only locally that the duplication is extremely
wasteful.
