Investors are shareholders. We borrow and sell the shares of other shareholders. When we purchase them back, our net position is 0. So we never are shareholders of the stock in question. As a matter of fact, shorters are the anaethema of shareholders. Some shareholders buy stocks using cash accounts, so they cannot be borrowed.

Although, shorters must have some margin in the form of cash, bonds or securities. So the margin backing up the short sale may be an investment. In this sense, some shorts are investors.
