Shust,
It looks like Chavez intends to live up to his agreement, from the idle rigs. The oil union workers seem to have become silent. Strange, 80% of the country is in poverty, but laid off oil workers are the ones who turn to crime. I think that's what your comment implies if you mean that those who lost their jobs lost it from the oil business.
