Yugoslavia Declares Emergency State

BELGRADE, Yugoslavia (AP) -- A special U.S. envoy declared talks with Yugoslavia's president over Kosovo a failure today and returned to NATO headquarters. NATO airstrikes against Yugoslavia appeared imminent.

Yugoslav officials, meanwhile, declared a state of emergency because of an ''imminent threat of aggression'' by NATO.

Richard Holbrooke said two days of talks with Yugoslav leader Slobodan Milosevic had not yielded the breakthrough the West hoped for. He flew from Belgrade to Brussels, Belgium, tonight to consult with officials at NATO headquarters.
