I took a look at the map for the Detroit license. If I'm reading this correctly, it includes most of S.E. Michigan. This is a gold mine. Currently, we have several different "zones" for calls as well as four area codes. If I call my mother who lives about 20 miles away, it is a "near zone" call and costs extra. If Leap could offer service here similar to the Chattanooga one price plan, I'd buy it in a second. I think a million other people would too.
