I dont think the Big Bear can do much relative to its pre-1990 potential. When you can not even put a stranglehold on a bunch of Chechnyan thugs, it bodes ill for your war-readiness.

The dangerousness of poking the Bear now, in my opinion, is the resentment that such powerlessness may propogate in future Russian regimes. We do not know what the future of Russia will be, and it may be best to consider Russian pride very carefully. The virtual invasion staged by western powers after the Russian Revolution spawned a deep mistrust of the West that has yet not healed, and we payed for that with the Cold War. You may taunt a wounded Bear, but once it has time to lick its wounds, it may come back to haunt you.
