Stephen, in the treaty signed by the Albanians they agreed not to separate from Serbia. Am I understanding this correctly?

I don't know the solution and I haven't heard anyone in a position of power that has presented a viable solution.

Is there any chance the Bosnian Serbs could take action against troops in their country such that Bosnia could blow-up?

The country called Albania is prolly even worse off than Serbia(I remember reading about their failed pyramid scheme in the Economist last year). Sad...

A bad precedent, and it would become a precedent. Foreign countries forcing partition (and union) probably will never work. The target should be to obtain a more reasonable, even if highly nationalistic, Serbian government. A nationalistic government should be will to negotiate partition with a federated, autonomous, or independent Kosovo as a price of the end of sanctions, and funds to rebuild the damage (but not the armed forces) that result from this war -- although the international consortium (NATO) ought to be willing to pay pensions and medical care for the Serbian (and Kosovar) casualties of an acceptably democratic and freely elected governments of the two sides. The Serbian people should not be arbitrarily punished for being on the losing side.
