I'm with you there. Giving IPO shares to existing stockholders would be the best, so long as it is done in a way that the IRS will agree that it isn't a dividend.

I think it more likely though that if there is an IPO, that it will be done in the usual manner: let insiders, their girlfriends, the underwriter's pet accounts, etc. in on the offering, with the price below what it will trade at initially so they can reap the windfall. This in my view is a legal way of transferring company value to a privileged few at the expense of the little guy.
