The shorts wont let it fly until there is some news for either a sell off or a rally. With 10 mil shares short just in the last week, and being 25% in the money. I would do the same. Also another 15 mil or so short which are almost 50% in the money. Heck 25 mil shares with $20 in the money, for 500 million BUCKS I better get some news to scare me or get a chance to take the money and run.
