I never said they paid $20 billion for the Stratus SS7 software. What Lucent bought for their $20 billion in stock currency was the #1 Remote Access vendor and leading ATM WAN/Frame Relay vendor who just happens to be in the process of incorporating SS7 into their product line. Cheap investment if you ask me. If Cisco would have stepped up to the plate 3 years ago and coughed up the bread for Cascade this would be a moot point. Instead Cisco settled on a lower-end entity, Stratacom, and now they are in a dogfight with Lucent. That was one of the few major mistakes that Chambers has made as CEO in my opinion.

Gary, et al, according to Microsoft Investor, institutions picked up an additional 5%+ of outstanding stock of LU within approx. the last month -- not so for CSCO.
