Vester, that is the way I read it as well, selling is selling, I was referring to the reporting responsibility, which I believe they need not comply with. It does slow down "death spiral exercises", but you should know that when a floorless bandit is determined, (and I do not know if CC belongs to that class), they find ways through offshore accounts to do exactly the same thing with "arm length" third parties acting as "intermediaries" and by creating specific derivatives for just that purpose.
