The biggest. In foreign policy, it is Carter redux. I once saw Helmut Schmidt on American tv, being asked embarrassing questions about his opinion of Carter, and smoothly deflecting them. (This was the early '80s, and Carter was out). But it was clear that he considered Carter a lightweight, and that there was some relief that Reagan had taken over--- this from a (strongly anti- Soviet) moderate socialist!
