Let's see...

For a Serb, Kosovo is the "cradle of civilization". Hundreds of ancient monateries, some a thousand years old, dot the land. Serbs all remember the Battle of Kosovo of 1389, where their Orthodox ancestors were defeated by Moslem Turks, and they are still pissed. They are about as willing to give up Kosovo as an Islamic Arab is willing to abandon Mecca.

Unfortunately, Kosovo is currently 80% occupied by Islamic ethnic Albanians, and the Serbs want it back. They will always want it back.

So we, with our infinite American sentimentality, want everyone to Play Nice. We get greatly upset at seeing atrocities on CNN, and want someone to Do Something! Let's bomb, dammit, and make them stop! But if they do stop, it will only be until we go away. And then they will return to their 600 year old goal of recovering Old Serbia, which we insist on calling Kosovo. Wonder how many GIs we will get killed in this pointless task, and how many billions of dollars we will squander in the process? Not to mention the Serbs, Albanians, and Croats that will get splattered as we remake the world to suit our sensibilities. I say it's time we simply dissolve Congress, since they have ceded their responsibility for declaring war even in the absence of a Cold War.

I did a quick search, and didn't see "Small Pleasures" listed on any Oliver albums.

Searched sheet music sites using the title too.No luck.

Are you positive that's the title? Or were you possibly having a bout of Spoonerismia? Is the title actually "Pall Smeathers"? Or if you've got lysdexia (like I do) --"Lams Sure Please"?
