Baldur, I don't think a MM is at risk if he relies on audited financials. The rule states that the MM must have a reasonable basis for believing that the issuer information, when considered along with any supplemental information, is accurate and is from a reliable source.

If a large international auditing firm signs off on the financials no one who relies on that information could be faulted (reliable source).

I'm not sure about the trading on the Pink Sheets. Other companies such as MTEI and RMIL have traded there after a trading halt although for only a few cents. I don't think that the stock can't be traded. However, a MM is not allowed to post bid or ask quotes. You could probably trade by contacting a MM and offering to buy or sell shares for whatever price you think you could get.
