Funny, but I cannot understand why AJC raised target prices for the Dow and S&P were deemed bullish.

If I understand correctly, her targets are the what she believes would be the highs for the next 12 months.
If so, then what she said is that in the next 12 months the market would see only marginal new highs (Dow) or no new highs (S&P), and she didn't say what the downside risk is.

So, rephrasing what she said (in a bearish way) would be:

The market would not rise much from here. We may have seen the highs.

Isn't it the same as what she said?
