If that story is true, it is disgusting, but not particularly unusual. Iraq did the same thing: put the civilians in the direct line of fire. Then if the enemy does not fire on the target, your strategy has worked. And if the enemy does fire, then you can show the world that the enemy kills innocent civilians.

I wasn't sure at first, but the more I read Milosovic's statements, the more he sounds like another Saddam Insane:

He went on to claim that two NATO aircraft and "several cruise missiles" had been "brought down". NATO says all aircraft returned safely to their bases.
