From what I have read, the problem with the export licence for the Ariane G* launch really has nothing to do with a new paranoia about the French, but merely the fact that the State Department has been given the new responsibility for satellite launch approval, and they do not as yet have the people to do the job. Everything involving foreign launches will probably be screwed up for some time to come.
On the bright side, G* probably doesn't need that Ariane launch, seeing that the Soyuz launches are going so well. Loral may have some delays with future GEO launch approvals, but G* should remain on track.
