The article doesn't make clear how many of DC General's computer problems stem from Y2K. The only Y2K failure specifically mentioned is the inability of new staff to access patient records because the system doesn't accept passwords that expire after 12/31/99. The article implies that the loss and corruption of patient records is caused by a problem unrelated to Y2K.

If Y2K gives the hospital administration a weapon to use to extract more money from city government for system upgrades they clearly need, then more power to 'em.
