Telos Corporation is Again Awarded Fort Sill Fire Support Contract

ASHBURN, Va.--(BUSINESS WIRE)--April 7, 1999--

Five-Year Contract Valued at $147 Million; Company Has Sustained Contract for 23 Years

Telos Corporation announced today that it has once again been awarded the U. S. Army's Fort Sill Fire Support Services contract to provide system and software engineering services for several fire support mission critical defense systems.

Telos first won the contract in 1976 and has remained the prime contractor through every subsequent bid. The current contract is valued in excess of $147 million and runs through March 18, 2004.

Since the original contract award, Telos has produced 57 fire support systems and 154 major system upgrades. Under the new contract, Telos and its team members will continue to provide a wide variety of software-development related services for several key fire support computer systems. Those systems include the Multiple Launch Rocket System (MLRS), Firefinder Radar, Forward Observer System (FOS), Initial Fire Support Automated System (IFSAS), Meteorological Measuring Set (MMS), and the Battery Computer System (BCS).

Gary Meek, Vice President and Project Manager for Telos, said that the latest award confirms Telos' commitment over the years. "We have dedicated ourselves to ensuring the success of the systems at Fort Sill. We've built a strong relationship with our customer, a relationship built on trust and follow-through. We're looking forward to many more years of service to the Army and as members of the Lawton-Fort Sill community."

The Lawton-Fort Sill staff consists of approximately 275 professionals who have specific knowledge of and experience in developing and maintaining fire support system software for the U. S. Army. In addition to Telos Corporation, the team consists of two local companies: Advanced Systems Technology, Inc. (AST) and Eagle Systems and Services, Inc. AST and Telos have worked together closely on this contract for the past five years. Eagle Systems joined the team approximately two years ago.

Congressman J.C. Watts, Jr. (R-Oklahoma, 4th District) was supportive of the contract award, saying, "Telos is a great community member in Lawton-Fort Sill. We are happy they will continue in a role they deserve because of their excellence and their contribution to the overall national security of our nation. There's a good reason they've had this contract for 23 years and we hope it continues far into the future."

Major General Leo J. Baxter, the Chief of Field Artillery and Commandant of the United States Army Field Artillery School at Fort Sill, Oklahoma, said that he is very pleased to once again see Telos awarded the contract. "We have had a great partnership here in Lawton-Fort Sill with Telos for almost a quarter of a century, and I know we will continue to receive the finest engineering and support. They are a terrific group of professionals and a tremendous addition to our community."

Telos Corporation has been the support contractor for the Software Engineering Center, Fire Support Software Engineering (SEC, FSSE) at Fort Sill for the past 23 years. The contract is administered by the Communications-Electronics Command (CECOM) Software Engineering Center at Ft. Monmouth, New Jersey.

The Telos/SEC, FSSE team was the first Department of Defense organization to achieve a Capability Maturity Model (CMM) Level 4 designation from Carnegie-Mellon University's Software Engineering Institute (SEI). The SEI CMM is the standard used across the industry for software development and software engineering. Of the 842 organization's that produce software for the government, only 11, or 1.3%, have earned a Level 4 designation.

infrastructure from cyber threats

Telos(R) Corporation, the global provider of e-Solutions for Connected Enterprises(TM), today announced it has been awarded a blanket purchase agreement (BPA) by the General Services Administration's (GSA) Office of Information Security to deliver information security solutions to all federal agencies. The GSA's Program SAFEGUARD BPA has an estimated maximum value of $250 million over a four-year period.

Richard Krauss, the GSA Program Manager for Program SAFEGUARD, said that the threat of cyber-attacks is real and growing, and that solutions providers such as Telos can help mitigate the danger. "Every day, the media carries stories of government Web sites that have been attacked or data systems that have been threatened, and the number of attacks is growing. Under Program SAFEGUARD, Telos will be helping us find and fix vulnerabilities in our systems and providing us with the ability to stop cyber-attacks before they cause irreparable damage."

According to Rick Tracy, Director of Information Assurance Operations for Telos, the company's depth of experience is crucial to supporting support Program SAFEGUARD. Under PDD 63, all government systems are mandated to have a significant improvement to security by 2000. The BPA is open to the entire U.S. government.
